The issuance of permits from the Ministry of Emergency Situations for the start of work of newly created enterprises and the lease of premises is regulated by the Cabinet of Ministers of Ukraine. To obtain permission from the Ministry of Emergency Situations, the owner (lessee) submits to the appropriate body of state fire supervision of the Ministry of Emergency Situations or the administrator of the permit center created under the regional state administrations and city executive committees:
- application in the prescribed form;
- materials of the assessment (examination) of the fire condition of the enterprise, object or premises;
- a duly certified copy of the certificate of ownership or a copy of the lease agreement.
The basis for issuing a permit from the Ministry of Emergency Situations is a conclusion, which is drawn up based on the results of an assessment (examination) of the fire condition of an enterprise, facility or premises, carried out by a state fire control body or another legal (natural) person who has received a license to conduct such an assessment (examination).
Before the start of work of the newly created enterprise, the commissioning of new and reconstructed industrial, residential and other facilities, the lease of any premises without the permission of the Ministry of Emergency Situations, the owner (tenant) is liable in accordance with the law.
